§ 112.90 DEFINITIONS.
   For the purpose of this subchapter, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   COST OF LIVING INCREASE. The cost of living increase-all cities average, for utilities only, as published by the Department of Labor. Should the index not be available, the substituted index provided by the federal government shall be utilized for the purpose of this subchapter.
