(A) The city shall grant a franchise on an annual basis to ambulance service providers, which have paid the application fee and have presented the city with proof of licensure from the state and Broward County, to serve all or a specified area of the city.
(B) In evaluating an application for a franchise, the city shall consider, among other things, the applicant's legal qualifications to operate the proposed ambulance service in particular whether the applicant is authorized pursuant to Chapter 3 ½ of the Broward County Code of Ordinances to operate within the city emergency call zone.
