§ 112.72 FRANCHISE CHARACTERISTICS.
   A franchise authorizes the use of city streets for the operation of private ambulance services within the city. A franchise is non-exclusive, and will not expressly or implicitly preclude the issuance of other franchises within the city, or affect the city's right to authorize use of city streets by the city or other persons to operate private ambulance services or for other purposes it deems appropriate. A franchise shall be a privilege which is in the public trust and is personal to the original franchisee. No transfer of a franchise shall occur without the prior consent of the city and unless application is made by the franchisee.
