(A) A public place may be nominated by the Mayor or any City Commissioner to be named after a person who, or a business entity or civic organization that, made a major contribution to or impact on the city. A plaque may be installed at a public place to commemorate or honor a person who, or a business entity or civic organization that, made a major contribution to or impact on the city after nomination by the Mayor or any Commissioner.
(B) Any naming of a public place or the installation of a plaque at a public place shall require the adoption of a resolution, which must be approved by a majority vote of the City Commission.
(C) Any member of the City Commission may nominate a public place to be named after an individual who or entity which meets the criteria as set forth in division (A) of this section by having such nomination placed on the agenda of the City Commission in accordance with the procedures for meetings of the City Commission. An individual or entity may be nominated only once during any given 12 month period.
(D) The City Manager shall have the duty to establish procedures under this section to ensure proper evaluation and due diligence reviews over all persons, business entities and civic organizations nominated.
(E) This section shall not apply to public places named after persons, business entities or civic organizations on or before May 1, 2007.
