All vehicle repairs are prohibited in residential districts of the city except repairs made to a privately owned vehicle of the owner or tenant of the residential property on which site the repairs are being made. The vehicle must be owned and registered in the name of the property owner or tenant at the residence address where the repairs are being effectuated. In no event shall anyone be permitted to perform vehicle repairs on the property of another person in residential districts of the city.
