§ 71.01 ADOPTION OF FLORIDA UNIFORM TRAFFIC CONTROL LAW BY REFERENCE; AMENDMENTS.
   (A)   Florida Statutes, Chapter 316, the "Florida Uniform Traffic Control Law," as it presently exists, or as it may be amended from time to time, is adopted by reference as though fully set out herein and shall be effective within the municipal limits of the city.

   (B)   The model traffic ordinance hereinbefore adopted is amended as follows:
      (1)   Subsection (54) of F.S. § 316.003, definitions, is amended to read:
         (54) Street or highway. The entire width between the boundary lines of every way or place of whatever nature when any part thereof is open to the use of the public for purposes of vehicular traffic.
      (2)   Reserved.
      (3)   Prohibiting emission or discharge of visible smoke or noxious fumes by motor vehicles.
The operation of a motor vehicle which emits visible smoke while moving for a distance of more than one hundred yards along the streets, roads or highways of the City of Pembroke Pines and the operation of a gasoline or diesel engine of a motor vehicle discharging visible or noxious fumes for more than a period of three continuous minutes while the vehicle is stationary within the City of Pembroke Pines is prohibited and shall constitute a municipal offense. For the purpose of interpreting this subsection, smoke shall be defined as small gasborn particles resulting from incomplete combustion consisting predominantly, but not exclusively, of carbon ash and other combustible material, blue-gray or black in color, but not including uncombined water vapor.
