§ 52.30 PURPOSE AND SCOPE.
   In order to promote public health, safety and welfare, as well as a positive aesthetic character in and around the city, this section shall:
   (A)   Provide for pedestrian and vehicular safety and convenience.
   (B)   Restrict unreasonable interference with the flow of pedestrian and vehicular traffic, including ingress or egress, from any residence or place of business, or by persons attempting to exit or enter, parked or standing vehicles, from the street to the sidewalk.
   (C)   Provide for public and property safety during inclement weather.
   (D)   Provide reasonable access for the use and maintenance of poles, posts, traffic signs or signals, hydrants, mailboxes, and any location used for public transportation purposes.
   (E)   Require removal or relocation of newsracks which have created visual blight on the rights-of-way or unreasonably detracted from the aesthetics of adjacent businesses, landscaping or other improvements.
   (F)   Ensure a diversity of view points, consistent with the First Amendment to the United States Constitution, and treat all newspapers and other lawful publications equal, regardless of their content.
