Whenever a property being served by a septic tank is connected to the city sewer system, the septic tank shall be abandoned in accordance with the laws of the State of Florida including, but not limited to, completely emptied, pumped out and disposed of by a contractor licensed for such disposal. In particular, the contents shall not be drained into the adjoining ground, nor discharged into the sewer system. After the tank has been emptied, a hole shall be punched in the bottom of the tank, and the tank shall be filled with sand.
