The sewer service provider shall, as compensation for its use of the public rights-of-way, pay the city a privilege fee in the amount equal to 12% of billed revenue from sewer billed services, or in the amount as thereafter amended by resolution of the City Commission. The utility shall pay the privilege fee to the city on a monthly basis, with each payment being made not later than 30 calendar days after the end of the subject month. This privilege fee is not a payment in lieu of any other tax, fee, or assessment.
