Nothing in this division making specific provision and conditions for certain types of improvements to be made by special assessment shall be deemed or construed to limit or affect the power and authority of the city under Article VIII, Section 2(b) of the Florida Constitution, Florida Statutes Chapter 166, and applicable law to make:
(1) The same or any other improvement apart from a special assessment, or
(2) Any other type of improvement by special assessment.
