§ 36.13 SETTING ASSESSMENTS FOR SPECIAL ASSESSMENT IMPROVEMENTS.
   (A)   Determining basis for assessment. The city shall determine the total assessable front footage area, value, or other assessable unit for each special assessment improvement and shall prepare an assessment roll (the “Preliminary Assessment Roll”) in accordance with the method of assessment set out in the Intent Resolution. Such Preliminary Assessment Roll shall show the lots and land to be assessed and, after taking into consideration the limitations contained in subsection (B) of this section, the amount of assessment against each lot or parcel.
   (B)   Determining assessable cost per lot or parcel. The estimated total cost of the improvement shall be used to develop a cost per assessable unit as defined for the total improvement. The assessable unit of each lot or parcel shall be multiplied by the cost per assessable unit to arrive at the total assessment for that lot or parcel.
