(A) The city may engage a third-party collection agency to pursue any debt owed to the city as a result of delinquent water or utility accounts, false alarm fees, fire inspection fees, emergency medical service fees, or any other unpaid funds owed to the city.
(B) A pass-through collection fee shall be added to all delinquent accounts or other unpaid funds owed to the city that are pursued through any debt collection process.
