The City Manager, or his or her designee, shall attend Board meetings and provide assistance and advice to the Board in its deliberations. The City Clerk shall act as secretary to the Board and be responsible for providing the items necessary for conducting meetings, as requested by the chairman of the Board, and for recording of meeting minutes.
