Unless otherwise provided for herein, the Board shall act in an advisory capacity to the City Commission and make such studies and investigations, in addition to those required by this chapter, as may be requested by the City Commission. The Board shall have such other duties as prescribed by law, this chapter, and other zoning ordinances of the city. It shall from time to time, on its own initiative or at the request of property owners or the City Commission, make studies and recommendations for the supplement repealing and amending of district and area regulations and restrictions.
(A) Designated as local planning agency.
(1) The Planning and Zoning Board is hereby designated as the local planning agency pursuant to F.S. § 163.3164(12), as amended from time to time.
(2) The Board is hereby assigned the responsibility of the preparation of the comprehensive plan after hearings to be held after due public notice, and shall make recommendations to the City Commission regarding the adoption of the plan.
(3) The Board shall have such powers as are necessary to accomplish its purpose pursuant to F.S. § 163.3161 et seq., and shall expend such funds from time to time, upon the approval of the City Commission, as shall be allocated for its use in preparing the comprehensive plan.
