§ 32.071 APPROPRIATE AREAS OF REVIEW AND CONSIDERATION.
   The appropriate areas in inquiry for the Crowd Management and Safety Task Force are as follows:
   (A)   Areas of responsibility for police supervision, direction, and control.
   (B)   Institution of programs for cooperation between police authorities and professional security personnel.
   (C)   Review and study of appropriate areas of compensation for city police and fire personnel when engaged in crowd management and safety activities.
   (D)   Availability of fire and emergency medical personnel provided by the city.
   (E)   Coordination of professional fire fighter, emergency medical, and ambulance personnel.
   (F)   Salary and compensation benefits review concerning fire and emergency medical personnel.
   (G)   Review and implementation of requirements of the Florida Building Code, Broward County Amendments to the Florida Building Code, and the Fire Marshal relative to safety and security.
   (H)   Review of parking and vehicular access to such facilities.
   (I)   Consideration of requirements for special events permits.
   (J)   Review and analysis of interior and exterior lighting and exit evacuation routes in such facilities.
   (K)   Review of public announcement and communications facilities and availability and scheduling of performances and appearances of entertainers or participants at such performances.
   (L)   Review and coordination of bonding and surety requirements for damages which result from convention- and sport-related activities.
   (M)   Methods of implementation for better communication between municipal and private authorities concerning the conduct of special events.
   (N)   Review and recommendation concerning contractual arrangements for safety and security at special events.
   (O)   Review of ticket designations and floor seating at special events.
   (P)   Consideration of practices and procedures for personnel searches and confiscation of contra-band.
   (Q)   Specific techniques and procedures for obtaining special events permits.
   (R)   Construction and operation of supplementary facilities for individuals who may be arrested or taken into custody during such events.
   (S)   Lavatory and sanitation facilities standards for such facilities.
   (T)   Consideration of liability and indemnification by operators and persons scheduling special events.
   (U)   Handicapped facilities at such activities.
   (V)   Appropriate identification for security per- sonnel.
   (W)   Further investigation of the use of contraband or illicit substances at such events.
   (X)   Record keeping and information management relating to such facilities.
