There is established in the city a position to be known as Code Enforcement Officer. It shall be the duty of the Code Enforcement Officer to enforce all provisions of the code. The Code Enforcement Officer is granted the power of arrest in the same manner and to the same degree as the police officers of the city and he shall have the power to issue summons for code violations.
