§ 30.31 WHEN TO ENACT LEGISLATION AS ORDINANCE RATHER THAN RESOLUTION.
   (A)   All enactments of the City Commission of a permanent and general nature, and intended to become a part of the code of ordinances of the city, shall be enacted by the passage of an ordinance. Enactments of a temporary or special nature shall be enacted by the adoption of a resolution, unless otherwise specified or directed by law.
   (B)   All enactments of a penal nature or providing for the imposition of a penalty for the violation thereof shall be by ordinance.
   (C)   Municipal budgets and tax levies may be adopted by resolution.
