§ 30.12 CITY COMMISSION PROCEDURE.
   (A)   The Mayor shall make rulings on parliamentary procedure and shall call for the vote. In order to overrule the Mayor, when calling for the vote or on parliamentary procedure, a 3/5 vote of the Commission shall be required. Motions to change the order of business shall require a majority vote of the Commission. Items under old business shall be for discussion items previously addressed by the City Commission which may require further consideration, as well as those items tabled or awaiting Commission action.
   (B)   A City Commissioner may not reintroduce any discussion item that has failed, due to lack of a second or lack of a majority vote, within the subsequent six-month period, unless either an emergency exists and the public business requires its reconsideration, or a City Commissioner who was on the prevailing side of the prior City Commission vote, introduces the discussion item for reconsideration. For purposes of this division, it shall take a 4/5 majority vote to determine that an emergency exits which requires the reconsideration of an item that has previously failed.
   (C)   The City Commission, by consensus or by majority vote, may suspend the rules set forth in this section.
   (D)   The Mayor shall be subject to the same rules of procedure as the other members of the City Commission. The City Commission, by majority vote, may overrule decisions of the Mayor. Challenges to the Mayor's ruling, when seconded, shall be recognized and voted on without debate.
   (E)   Unless otherwise provided for herein, members of the City Commission shall not interrupt other Commission members when they have the floor during discussion and debate. Members of the City Commission may interrupt other members to correct factual errors or mischaracterizations of a previously presented viewpoint. When interrupting another member of the City Commission pursuant to this division, the interrupting member shall request a "point of clarification." Such a declaration shall cut off discussion and give the interrupting Commissioner the floor for the limited purpose of correcting any misstatements. Once such clarifications are presented, the floor shall immediately return to the Commissioner who was interrupted.
   (F)   This section shall supersede Robert’s Rules of Order on any subjects specifically addressed herein. On any matters not specifically addressed by this section, Robert’s Rules of Order shall prevail.
