§ 10.04 DEFINITIONS.
   For the purpose of this code, the following definitions shall apply unless the context clearly indicates or requires a different meaning.
   CITY. The CITY of Pembroke Pines, in the County of Broward and State of Florida.
   COMMISSION. The City Commission of the City of Pembroke Pines, Florida.
   COUNTY. The COUNTY of Broward in the State of Florida.
   IN THE CITY. Any territory, jurisdiction of which, for the exercise of its regulatory power, has been conferred on the city by public or private law.
   MONTH. A calendar MONTH.
   OATH. An affirmation in all cases in which, by law, an affirmation may be substituted for an OATH, and in such case the words "swear" and "sworn" shall be equivalent to the words "affirm" and "affirmed."
   OCCUPANT. When applied to a building or land, shall mean any person who holds a written or oral lease of or actually occupies the whole or part of the building or land, either alone or with others.
   OFFICIAL TIME. Whenever certain hours are named herein, they shall mean Eastern Standard Time or Daylight Saving Time as may be in current use in the city.
   OFFICER or OFFICIAL. Wherever reference is made to any OFFICER or OFFICIAL, such as Mayor or City Clerk, the reference will be taken to be that OFFICER or OFFICIAL of the city.
   OWNER. When applied to a building or land, shall include any part "owner," joint "owner," tenant in common, joint tenant, or tenant by the entirety, of the whole or part of the building or land.
   PERSON. Includes individual natural persons, partnerships, joint adventures, societies, associations, clubs, trustees, trusts, corporations, and all other groups or combinations; and any officers, agents, employees, factors, or any kind of personal representatives of any thereof, in any capacity, acting either for himself, or for any other person, under either personal appointment or pursuant to law.
   PRECEDING, FOLLOWING. Next before and next after, respectively.
   PROPERTY. Real, personal, or mixed property.
   PUBLIC GROUNDS. The parks and all public lands owned or leased by the city, and those parts of public places which do not form traveled parts of streets as defined in this section.
   SHALL.  SHALL is mandatory.
   SIDEWALK. Any portion of a street between the curbline, or the lateral lines of a roadway where there is no curb, and the adjacent property line intended for the use of pedestrians.
   SIGNATURE or SUBSCRIPTION. A mark when the person cannot write, his name being written near it, and being witnessed by a person who writes his own name as a witness.
   STATE. The State of Florida.
   STREET. Avenues, boulevards, highways, roads, alleys, lanes, viaducts, bridges, and the approaches thereto and all other public thoroughfares in the city, and shall mean the entire width thereof between abutting property lines. It shall be construed to include a sidewalk or footpath, unless the contrary is expressed or unless such construction would be inconsistent with the manifest intent of the City Commission.
   WRITTEN or IN WRITING. Typewriting, printing on paper, and any other mode of representing words and letters.
   YEAR. A calendar YEAR, unless a fiscal year is indicated.
