A zoning certificate shall be required for all lawful nonconforming uses of land and buildings created by adoption of this chapter in accordance with the provisions of §§ 153.165 to 153.170. Within one year of the date of passage of this chapter, the village shall identify all nonconforming uses within the village limits and notify the property owners. To the owners of properties that contain nonconforming uses at the time of the passage of this chapter, the village will issue a zoning certificate without fee.
