(A) Prior to completion of grading and installation of roadway base, all of the underground work (water mains, gas mains, and the like) and all service connections shall be installed completely and approved throughout the length and width of the road right-of-way.
(B) All utilities and service lines shall be placed in streets before roadway surfacing is attempted. Service lines for sewer, water, gas, and the like and any other utilities underground shall be extended ten feet beyond the property line or right-of-way line into each lot. All utility service line installations shall be completed prior to beginning roadway pavement installation.
(C) Identification tape shall be placed in all trenches containing underground utilities and shall be located 12 inches above the utility.
