§ 150.063 STREET DESIGN.
   (A)   The arrangement, character, extent, width, alignment, grade, construction, and location of all streets shall conform to the major thoroughfare plan and construction standards of the village, or subsequent amendments thereto, and shall be considered in their relation to existing and planned streets, topographical conditions, and public convenience and safety; and, in their appropriate relation to the proposed uses of the land to be served by such streets, the street pattern shall discourage through traffic in the interior of a subdivision. The developer shall provide, within the boundaries of the subdivision plat, the necessary right-of-way for the widening, continuance, or alignment of such streets in conformance with the major thoroughfare plan.
   (B)   The finished elevation of proposed streets shall be no more than one foot below the regional floodplain. The Planning Commission may require, where necessary, profiles and elevations of streets to determine compliance with this requirement. Drainage openings shall be sufficient to discharge flood flows without unduly increasing flood heights.
