§ 150.031 RESPONSIBLE AUTHORITY REVIEW.
   (A)   The responsible authority shall review the application for compliance to all applicable sections of these regulations within 15 days of filing of the application, based on the information provided in the application. If the responsible authority finds that the application will not comply with these regulations or the Zoning Code of the village, the responsible authority shall provide written notification to the applicant of the discrepancies of the site plan. If the applicant disagrees with the responsible authority’s decision or chooses to seek a variance, he or she can appeal to the Planning Commission or Zoning Board of Appeals, as applicable, for such relief, as described in these regulations or §§ 153.185 to 153.193, as applicable, as a separate process.
   (B)   Submission of the preliminary plat/drawing to the Planning Commission shall not be permitted unless the responsible authority determines that the plans are in compliance with these regulations and the zoning ordinance, or if an appeal determination or variance has been granted from the Planning Commission and/or the Zoning Board of Appeals as applicable.
