Part-time general laborers and office help shall receive compensation ranging from prevailing minimum wage as established by law up to an amount determined by Council. Part-time general laborers and office help shall receive no fringe benefits, no vacation, no personal days, no sick leave or anything else other than the hourly rate except where prescribed by state law.
