§ 51.21 POWER AND AUTHORITY OF INSPECTORS.
   (A)   The Board shall make and enforce rules and regulations, subject to approval of Council, establishing the types and characteristics of sanitary sewage and industrial wastes and other matter, not specifically covered in this subchapter, which shall not be discharged into the village sewerage system and the types and characteristics of sanitary sewage and industrial wastes admissible to the village sewerage system only after pretreatment. Such rules and regulations shall be subject to appeal to the Council which shall appoint three reputable and qualified persons to investigate the appeal and agree to affirm or reject the ruling of the Board.
   (B)   The Superintendent and other duly authorized employees of the village bearing proper credentials and identification shall be permitted to enter upon all properties for purposes of inspection, observation, measurement, sampling, and testing, in accordance with the provisions of this subchapter; provided, however, if the owner objects, no inspector shall enter upon any building or premises without first obtaining a search warrant in the manner prescribed by law.
