§ 33.125 LAYOFF SELECTION.
   (A)   In the event the village decides to lay off employees within a department, the village will first lay off those employees not necessary for the operational needs of the village.
   (B)   If further layoffs are necessary, selection among regular full-time employees shall be based upon:
      (1)   Ability to perform all of the work available;
      (2)   Special skills essential to the performance of the available work;
      (3)   Job performance as reflected by the performance evaluations; and
      (4)   Departmental classification longevity.
   (C)   When, in the opinion of the Village Council, divisions (B)(1), (B)(2), and (B)(3) above are relatively equal among employees, division (B)(4) shall prevail.
