When the posting is restricted to village employees, in determining whom to promote from among qualified employee applicants, if any, the Village of Personnel Committee shall consider:
(A) Qualifications and ability to perform the job;
(B) The employee’s past work related experience with the village and elsewhere; and
(C) The employee’s past performance record with the village.
