170.19 ENFORCEMENT.
1.   No plat of any subdivision or plat of survey shall be entitled to be recorded in the County Recorder's office or have any validity until it shall have been approved in the manner prescribed herein.

2.   A building permit shall not be issued for any structure on a lot in any subdivision or parcel in any plat of survey, the plat of which has been prepared after the date of the adoption of this chapter, but which has not been approved in accordance with the provisions contained herein. In the case of a final plat where the plat has been approved by City Council but the public improvements not yet installed and accepted, then only one building permit for a single family home shall be issued.

3.   The City Council shall not permit any public improvements over which it has any control to be made or any money to be expended for improvements in any area that has been subdivided or upon any street that has been platted after the date of the adoption of this chapter unless such subdivision or street has been approved in accordance with the provisions contained herein.
