170.14 PAYMENT OF UTILITIES; IMPROVEMENTS.
All expenses incidental and/or necessary to the building of or the construction of new additions, either to the system of streets or to any municipal utilities, including the grading or surfacing of roads, streets and/or alleys; or the installation of eight-inch (8") minimum size water lines or eight-inch (8") minimum size sanitary sewer lines in said new additions, or the extension of present facilities within the City as now platted, said building or construction primarily benefiting the owner or owners of real estate in said additions and subdivisions, shall be charged to the property owners requesting the same; and all work, repairs or replacements of either of any water lines, sewer lines and/or streets or alleys that may be requested shall be paid for by the property owner or owners requesting the same, whether said work is done by the City or by private contractors, and whether done by the City or by private contractors, all of said work shall be performed in accordance with regulations as established and approved by the Council and shall be subject to inspection and approval by the heads of departments under whose supervision and control said improvements would normally fall. This section does not apply to improvements relating to the electric distribution system.
