170.07 CONSTRUCTION PLANS.
Pursuant to Professional Engineers and Land Surveyors (currently 542B) of the Code of Iowa, construction plans for all public improvements must be signed and sealed by an Iowa licensed engineer (herein referred to as the subdivider’s engineer).
1.   Subdivisions with no public improvements are not required to submit construction plans to the City.
2.   Within ten business days after receiving the construction plans, the City Engineer shall forward to the subdivider’s engineer one of the following:
   A.   City approval as indicated by the City Engineer or designee’s signature on the approved construction plans. (Three sets of plans will be needed for signature).
   B.   A list of comments to be addressed by the subdivider’s engineer for re-submittal.
3.   The construction plans shall contain the information required pursuant to the Urban Design Standards Manual Chapter 1, Section 4 or the latest edition of the City-approved standards for design of public improvements, and as defined in this chapter.
4.   The subdivider’s engineer shall submit six copies of the plan sheets and two copies of the specifications to the City Engineer, who will distribute them to the reviewing parties listed below for review:
   A.   Public Works Director;
   B.   Water/Wastewater Director;
   C.   Electric Director;
   D.   GIS/Engineering Coordinator;
   E.   Applicable utility companies will be notified that the documents are available for review.
5.   At least two business days prior to beginning any subdivision construction, the subdivider’s engineer shall obtain City approval of construction plans for a preliminary platted subdivision that has received approval by the Planning and Zoning Commission. Any changes to an approved preliminary plat may require corresponding changes to the construction plans.
6.   All comments forwarded to the subdivider’s engineer as indicated above must be satisfactorily addressed, incorporated into the construction plans as necessary, and submitted to the City in the form of revised construction plans, which will be reviewed by the applicable reviewing parties listed in subsection 4 above. The City Engineer shall forward to the subdivider one of the items listed in subsection 2 above, within the timeframe stated therein.
7.   Any changes of infrastructure design from the preliminary plat must be identified and clearly noted as a change from the approved preliminary plat.
