165.48 ZONING ADMINISTRATOR AND CODE ENFORCEMENT OFFICER.
1.   Zoning Administrator. The Zoning Administrator shall administer and enforce the provisions of this chapter and shall have the following powers and duties:
   A.   The Zoning Administrator shall review all permits and certificates required by this chapter for compliance.
   B.   The Zoning Administrator shall notify in writing the person responsible for violations of this chapter, indicating the nature of the violation and ordering the action necessary to correct it. The Zoning Administrator shall order discontinuance of illegal use of land, buildings, or structures; removal of illegal buildings, or structures or of additions, alterations or structural changes thereto, discontinuance of any illegal work being done; or shall take any other action authorized by this chapter to insure compliance with or to prevent violation of its provisions.
   C.   The City Council, may, by resolution, passed by a majority of the entire City Council, delegate the powers and duties of the office of Zoning Administrator to any other officer or employee of the City or may combine the powers and duties of this office with any other office or position.
2.   Code Enforcement Officer.
   A.   The Code Enforcement Officer shall issue all permits and certificates required by this chapter subsequent to administrative review.
B.   The Code Enforcement Officer shall inspect any property, building or structure that has applied for a permit to be erected, constructed, reconstructed or structurally altered. A building permit or certificate of occupancy will not be issued until an inspection has been made. The Code Enforcement Officer shall inspect any structure reported or observed that is not in compliance. 16
