165.47 COMPREHENSIVE DEVELOPMENT PLAN.
1.   The Planning and Zoning Commission shall make careful and comprehensive studies of present conditions and future growth of the City and with due regard to its relation to neighboring territory. The Plan shall be made with the general purpose of guiding and accomplishing a coordinated, adjusted and harmonious development of the City and its environs which will, in accordance with the present and future needs, best promote health, safety, morals, order, convenience, prosperity and general welfare, as well as efficiency and economy in the process of development.
2.   Before adoption of a Comprehensive Development Plan, the Planning and Zoning Commission shall hold at least one public hearing, notice given by publication in a newspaper of general circulation not less than 10 days before the date of hearing. After adoption of the plan by the Commission an attested copy shall be certified to the City Council and the City Council may approve the same. Upon adoption by the City Council the Comprehensive Development Plan becomes official.
3.   No substantial amendment or modification to the Comprehensive Development Plan shall be made without first being referred to the Planning and Zoning Commission for recommendations.
