1. A Planning and Zoning Commission is hereby established. The Commission shall consist of nine (9) regular members unless additional members are added per Iowa Code Chapter 414 relating to extraterritorial jurisdiction.
2. Each member shall be appointed by the Council (except for any extraterritorial members) for terms as provided by Chapter 414, Code of Iowa and is removable for cause by the City Council upon written charges and after public hearings. Vacancies shall be filled for the unexpired term of any member whose term becomes vacant.
3. All members of the Commission shall serve without compensation, except for their actual expenses, which shall be subject to the approval of the City Council.
4. The Planning and Zoning Commission shall annually choose, at its first regular meeting, one of its members to act as Chairperson.
