165.23 SUPPLEMENTAL USE REGULATIONS – COMMERCIAL USES.
1.   Auto Repair, Equipment Repair, and Body Repair.
   A.   Where permitted in commercial districts, all repair activities must take place within a completely enclosed building. Outdoor storage is permitted only where incidental to auto repair and body repair, provided that such storage is completely screened so as not to be visible from residential areas or public rights-of-ways and is located in the rear yard of the property. Screening is subject to provisions of Section 165.31 of this chapter.
   B.   Any spray painting must take place within structures designed for that purpose and approved by the Building Official.
2.   Auto Washing Facilities.
   A.   Each conveyor-operated auto washing facility shall provide one hundred (100) feet of stacking capacity per washing lane on the approach side of the washing structure and stacking space for two (2) vehicles on the exit side.
   B.   Each self-service auto washing facility shall provide stacking space for sixty (60) feet per bay on the approach side and twenty (20) feet per bay on the exit side of the building.
3.   Automobile and Equipment Rental and Sales.
   A.   All outdoor display areas for rental and sales facilities shall be hard-surfaced.
   B.   Body repair services are permitted as an accessory use to automobile rental and sales facilities, provided that such repair services shall not exceed 25% of the gross floor area of the building.
4.   Bed and Breakfasts. Bed and breakfasts are permitted in zoning districts as specified in Section 165.12, subject to the following requirements:
   A.   A bed and breakfast is defined as a building in which lodging is provided and offered to the public for compensation and which is open to transient guests as distinguished from a hotel or motel by its smaller size and its more personal service and atmosphere.
   B.   A bed and breakfast is limited to the taking of boarders or the leasing of rooms by a resident, provided that the total number of boarders and roomers does not exceed three (3) per building; that separate cooking facilities are not provided; and that off-street parking of one stall per each single adult boarder or per family be provided.
   C.   Any signs for a bed and breakfast must meet the following requirements: one (1) wall sign with a total sign area of four (4) square feet shall be allowed. The sign shall be unlighted and attached flat against the dwelling.
   D.   A bed and breakfast is also considered a home occupation. A home occupation is a business, profession, occupation or trade conducted for gain or support entirely within a residential building, or a structure accessory thereto, which is incidental and secondary to the use of such building for dwelling purposes and which does not change the essential residential character of such building. All home occupation requirements as specified in this chapter shall be met.
   E.   Off-street parking shall be required per the specifications of Section 165.32.
5.   Campgrounds.
   A.   Minimum Size. Each campground established after the effective date of the Zoning Ordinance shall have a minimum size of five (5) acres.
   B.   Setbacks. All campgrounds shall maintain a 50-foot front yard setback and a 25-foot buffer yard from all other property lines.
   C.   Each campground must maintain water supply, sewage disposal and water and toilet facilities in compliance with all City ordinances; or, alternately, be limited to use by self-contained campers providing their own on-board water and disposal systems.
   D.   Campgrounds shall be subject to site plan review procedures.
6.   Convenience Storage. Convenience storage or “self storage” facilities shall be subject to the following additional requirements:
   A.   The minimum size of a convenience storage facility shall be one acre.
   B.   Activities within the facility shall be limited to the rental of storage cubicles and the administration and maintenance of the facility.
   C.   All driveways within the facility shall provide a paved surface with a minimum width of twenty-five (25) feet.
   D.   All storage must be within enclosed buildings and shall not include the storage of hazardous materials.
   E.   No storage buildings may open into required front yards.
   F.   Facilities must maintain landscaped buffer yards of thirty-five (35) feet adjacent to any public right-of-way and twenty (20) feet adjacent to other property lines, unless greater setbacks are required by Section 165.31.
7.   Peddlers. Any peddler use in a commercial district must have approval of the Community Development Committee and a valid license to sell merchandise. The Community Development Committee shall have the authority to approve or disapprove any cart, wagon, trailer or vehicle from which merchandise is sold.
