The alarm user will have the right to appeal the disconnection or refusal to respond by the police department. The alarm user has ten (10) days from date of notification of disconnect or refusal to respond to appeal to the City Administrator. The City Administrator has ten (10) days from notification of desire to appeal to conduct an appeal hearing. The City Administrator shall issue a decision within ten (10) days after the hearing.
