Peddlers, solicitors and transient merchants are permitted only in the CBD, CUC, CC and CPD commercial zoning districts. Any peddler, solicitor or transient merchant must have an approved design permit for his or her cart, wagon, trailer or other vehicle or structure from which merchandise is sold. Design of said vehicle or structure shall be consistent with the Design Review District Design Manual parameters for peddlers. Peddlers that exceed thirty (30) days consecutive or nonconsecutive per calendar year are required to have a Dutch theme. For the time period of June 1, 2022 to December 31, 2023, peddler design review permits will not be required for the Oskaloosa Street corridor. This area is defined as the properties which abut Oskaloosa Street between the intersections of Main Street and Oskaloosa Street and SE 16th Street and Oskaloosa Street.

Mobile food units are permitted only in the CBD, CUC, CC, and CPD commercial zoning districts, M1 and M2 industrial zoning districts, and INS institutional zoning districts unless operating under a Special Event Permit. Except as provided below, mobile food units are exempt from the requirement to obtain a design permit to operate in CUC, CC, CPD, M1, M2, or INS zoning districts. Unless operating under a Special Event Permit, mobile food units are required to obtain a design permit to operate in the CBD zoning district or in CUC, CC, and CPD commercial zoning districts abutting Washington Street extending from Highway 163 to the CBD zoning district. Mobile food units that operate for more than thirty (30) days per calendar year in the CBD zoning district or in CUC, CC, and CPD commercial zoning districts abutting Washington Street extending from Highway 163 to the CBD zoning district are required to have a Dutch theme. A map identifying the CUC, CC, and CPD commercial zoning districts abutting Washington Street extending from Highway 163 to the CBD zoning district is available in the Planning and Zoning Department office.
