Whenever, by reason of emergency and in the interest of the public welfare, the Police Chief determines that the existing parking regulations should be temporarily suspended or altered, the Police Chief is hereby granted authority to place or cause to be placed temporary and appropriate signs giving notice of the parking regulations temporarily in effect. When temporary signs are so erected, giving notice thereof, no person shall disobey the restrictions stated on such signs.
