(A) It is unlawful for any person to violate any of the provisions of this chapter and, upon conviction thereof, such person shall be punished as provided in § 10.99.
(B) In addition to, or independent of, the penalties provided in division (A) of this section, the town may bring a civil proceeding in a court of competent jurisdiction to enforce compliance with the terms of this chapter or to prevent, restrain or abate any violation of the terms of this chapter.
