The purpose of this subchapter is to safeguard life, limb, property and the public welfare by establishing minimum standards and regulating grading on private property. All grading shall be performed in accordance with the provisions of this subchapter, but shall not be construed to prevent the enforcement of other laws which prescribe more restrictive limitations imposed by other statutes or ordinances.
