(A) All boards, committees, and commissions, including ad hoc committees, shall have the number of regular positions as is determined, from time to time, by resolution of the Mayor and Town Council and may have up to two non-voting youth positions.
(B) The term of office for members of any board, committee, or commission shall be three years, commencing July 1 and ending June 30 of the year so designated unless otherwise provided by state law, town ordinance or resolution. Members shall have staggered terms to provide for the orderly and consistent replacement or reappointment of each regular member. Ad hoc committee members shall serve until the committee has been terminated.
(C) All voting members of boards, commissions, or committees shall be appointed by Council action (by motion or resolution) and shall serve at the pleasure of the Town Council. In the event of death, resignation or removal of any member of a board, committee or commission, the Council shall appoint a new member to serve for the unexpired portion of the term vacated.
(D) The Council, from time to time, shall adopt rules and procedures for the appointment of board, committee and commission members.
(E) All appointees should bring the skill, integrity, knowledge, interest and commitment to evaluating issues in the broad context of the public interest. To the extent possible, appointees should be selected to represent a broad cross-section of the community relative to the purpose of the agency.
(F) Appointees may serve an unlimited number of consecutive terms on a given board, commission or committee (except where specifically limited), at the discretion of the Town Council.
(G) The Town Clerk shall provide application forms and maintain a composite listing of all applications on file which have been received. Applications shall be retained for one year.
(H) Each board, committee, or commission shall nominate a chairperson and a vice-chairperson at its first meeting on or after July 1 of each year. The officers nominated by each board, committee or commission shall be approved by and serve at the pleasure of the Mayor and Council.
(I) Every regular member of a town board, committee or commission shall be a qualified elector of the town; provided that the Council may make exceptions to this rule by resolution if deemed to be in the best interest of the town. No person shall serve on more than one board or commission simultaneously except that a member of a board or commission may serve as a member of a committee.
(J) The Council shall have the right and power to remove any board, committee, or commission member, with or without cause. The Council from time to time may adopt rules and procedures for the removal of board, committee and commission members.
(K) A board, committee, or commission member (i) who has three or more consecutive unexcused absences from regular board, committee, or commission meetings or (ii) a cumulative total of five absences from regular or special meetings within a calendar year or (iii) a cumulative total of 50% or more meetings missed during any six-month period, or (iv) fails to attend required training, shall constitute the constructive resignation of that member and he or she shall be deemed to have vacated his or her appointment. Failure to attend meetings or training as provided herein must be reported to the Town Clerk within 24 hours of such failure to attend. The Town Clerk shall notify the member in writing that the office has been automatically vacated.
(L) Board, committee or commission members shall serve without compensation; provided, that the board, committee or commission members may be reimbursed for actual and necessary expense for board, committee or commission duties, as provided by the Council.
(M) Non-voting youth members shall be selected from grades seven through twelve of schools in the Payson school system, Payson charter schools, Payson private schools, and students who are Payson resident home-schooled students, provided that such students are no older than 19 years of age. Non- voting youth members shall have full rights to attend and participate in all meetings of the board, committee or commission to which they are appointed, but shall not serve as officers, nor be entitled to make motions or participate in any vote. The term of office for non-voting youth members shall be as designated by the school authority.
