(A) The Council may create such boards, committees, and commissions, standing or special, as it deems necessary. In addition, the Council may provide any aid and assistance from the administrative staff of the town to any committee, board, or commission as may be necessary or appropriate. The motion, ordinance, or resolution establishing boards, committees, or commissions shall include the number of members, the purpose for which the board, commission, or committee is organized, and the duties thereof.
(B) Any board, committee, or commission created by the Council shall be responsible to the Council and shall function in an advisory capacity to the Council and have only that authority as appointed by the Town Council or as provided by state law or town ordinance. Such agencies of the town may perform the duties outlined in this Code, have projects assigned by Council, and may report on a regular basis to Council on the same activities of the agency. Boards, committees or commissions shall not initiate independent activities on behalf of the town.
