Each person engaged in the business of junk dealer or second-hand dealer shall record the description of every item of property sold by any person for an amount of $ 100 or more. He shall also record the name and address of the purchaser of the item. This record shall be held by the junk dealer or second-hand dealer for at least 30 days after such a sale has been made.
