Nothing shall be sold or exchanged by any auction house, junk dealer, pawnbroker or second-hand dealer until the same shall have been in the custody thereof for ten calendar days after making out and delivering to the Chief of Police the report required under § 112.01. Notwithstanding the foregoing, in the case of property consigned to an auction house, the property shall not be sold or exchanged until it shall have been in the custody thereof for three calendar days after delivering to the Chief of Police the report required under § 112.01. This section shall not apply to the redemption of pawned or pledged articles.
