17.16.030: DISTRICT DIVISION DESIGNATED:
   A.   The city is divided into seven (7) use districts, which shall be known, in the order of restrictiveness, beginning with the most restrictive as:
      1.   T transitional;
      2.   A residential;
      3.   B residential;
      4.   C commercial;
      5.   C-1 commercial - downtown;
      6.   C-2 commercial;
