At the time and place fixed by said motion and notice for such hearing, as specified in sections 12.04.040 and 12.04.050 of this chapter, a hearing shall be held before the council to determine whether or not existing sidewalks should be condemned and whether new sidewalks should be constructed or old sidewalks repaired. Testimony shall be adduced and any property owner or other person in interest may be heard. The proceedings shall be informal. (Prior code § 9-1-6)
