Any petition upon which the signatures are obtained by a person not a resident of Payette County and at least eighteen (18) years of age shall be void. The definition of resident in section 34-107(1) to (4), Idaho Code, shall apply to the circulators of initiative and referendum petitions. However, if a person moves outside the county of Payette with the intention of making it his permanent home, he shall be considered to have lost his residence in this county for the purposes of this chapter.
