7-1-2: SUBSTANDARD ROADS, BUILDING PERMITS RESTRICTED:
   A.   Limitations Imposed:
      1.   Number Of Dwellings Or Structures: Any area which is served by a single, substandard road, which road terminates in a cul-de-sac or in a dead end, shall have no more than four (4) single-family or multiple-family dwellings or commercial structures.
      2.   Private Driveway: A private driveway shall not serve more than two (2) single-family or two (2) multiple-family dwellings.
      3.   Upgrade To Current Standards: After four (4) single-family or multiple-family dwellings or commercial structures exist along any substandard roadway as described in this subsection A, there shall be no additional building permits available to the area served by the road unless and until the roadway serving the area is brought up to then existing current County right-of-way and design standards and the roadway is accepted by the Board of County Commissioners.
      4.   Exceptions: This section does not apply to preexisting platted, dedicated subdivisions which have been accepted by the Board of County Commissioners.
   B.   Definition: A "substandard road" shall be defined as a roadway which does not meet current right-of-way and design standards in existence at the time an application for a building permit is made and which serves more than one property owner and which has not been accepted for maintenance by the County or Highway District 1.
