The Cooperative Share-the-Cost Tree Planting Program is hereby established, whereby the city shall offer to provide shade trees for planting in the public right-of-way to participating property owners at a cost equal to one-half of the purchase of the shade trees planted. Such trees shall be planted by city employees without charge to the property owner.
