(A) It shall be unlawful for any person to drive, lead, ride or in any manner cause any horse to go upon any of the following places within the city limits:
(1) On a sidewalk;
(2) Upon any private property without the permission of the owner or tenant of the property;
(3) In any park, except in the areas designated as public roads or streets.
(B) Any person violating this section shall be fined not less than $5 and no more than $500 for each offense.
