(A) It shall be unlawful for any person to erect or install any electrically charged fence within the limits of the city.
(B) It shall be unlawful for any person to operate any electrically charged fence within the limits of the city on or after March 1, 1994.
(C) Any person, firm or corporation who violates any provision of this section shall be fined not less than $5 nor more than $500 for each offense, and a separate offense shall be deemed committed on each day during or on which a violation occurs or continues.
